with integrity – An Example Naresh Kumar.
I
recently met a young and energetic youth Mr. Naresh Kumar from Coimbatore. I
was amazed to hear from him how he can get the things done from Government
offices without corruption using the concept proposed by 5th Pillar
that is “0” rupee note.
Please go
through the real success story of Mr. Naresh Kumar. Naresh Kumar Says:
1. INCIDENT AT RTO OFFICE:
I had gone to the RTO office, thoroughly excited to
get my 4 wheeler license. I asked the officers inside for ELCOT License
application form. They directed me to get it from the brokers outside. When I
approached the brokers, they said the firms were charged at Rs.5. As a 5th pillars
volunteer I was fully aware that these forms were to be given out by the
government. I placed my concern to them to hear a mocking comment -'if you want
to ask the government, it will take at least one week to move the coins' and
they set to laugh.
I went up to admin official inside the office
asking for the form. The officer was agitated and yelled at me for acting 'over
smart ' and said they had ran out of the forms.
At 5th Pillar we are always trained to practice
patience and calm. I politely asked him who was responsible for the
forms. He burst out in anger saying "go and get it outside from
broker", I replied to him politely "Sir, at my age I came here
without the help of broker or driving institute just keeping faith in the
government and you should respect that"..
He was frustrated. Just because of his careless
reply I wanted to launch a complaint on who is responsible for ELCOT forms
unavailability. He said it's the RTO, go ahead and complain. I walked up to the
P.A of the RTO and continued with calm. I was asked to lodge complaint against
RTO if you are running out of ELCOT forms, should I approach the commissioner,
collector or vigilance.
Then immediately the officer came and called me to come
inside. He then called me inside his cabin and brought an ELCOT form. He guided
me throughout the entire process. When I was standing in the queue to pay the
fees, one cautioned with the typical dialogue..."I don't think they will
make you pass the driving test"... Once I passed the examination, the
Inspector with all the respect asked me to inform RTO officer. When I asked why
should I, he told me that the RTO enquired 3 times that whether everything is
okay with me. Once I met him the RTO himself saying 'thank you for bringing
this to my notice thambi and assured that there will be ELCOT form tomorrow.
When I went next day, to all your surprise ELCOT forms were there.” - Naresh Kumar

Now let us hear the second incident from Mr. Naresh
Kumar
2. INCIDENT AT TALUK OFFICE:
I went to a Taluk office with one of the member in 5th pillar.
She is accompanied by a 19 days old child.
I asked her to enquire about the status of ration card. The man didn’t
even see the token and asked her to come after 2 weeks. I took her again to the
same man…. I asked him, “sir, you shouldn’t treat us like a slaves, and I
also would like to know why there is no information in the column named (date
of issue)”. He was blinking and I asked him again…he tried to avoid me and told
me to go and meet Tasildar… Suddenly Tasildar entered… She saw me and raised
her voice. I politely told her.. “Madam I was waiting for you”.. She told me to
come inside her office…She was still talking in her loud voice…. “what do you
want? Avar dhan soldraru illa’ kekkamataya?” I made a pause… Again
politely I asked her.. Shall I ask a question madam.. KOVAMA she asked me to
ask quick… then I asked her “Madam am I giving you respect, she said yes! And I
expect the same thing from you too madam…
Then suddenly she lowered her voice and she told me “nee en paiyan madhiri pa” நீ என் பையன் மாதிரிப்பா..
I told her.. “Madam citizenukkum govt officialukkum irukurey
relationshipey perusu… ennaku andhey respect kudutha podhum!!!
மேடம் சிட்டிசனுக்கும் அரசு அதிகாரிக்கும் இருக்கும் ரிலேஷன்சிப்பே பெருசு
எனக்கு அந்த மரியாதை கொடுத்தா போதும்.
She suddenly called me sir… She gave me the respect that she gave for a
respected man in the society.
She told me that this is not her fault it's the system and tried to
corner me with her emotional speech. I clearly told her, "Madam, I would
like to take the initiative to correct the system". Because once you fill
the date of issue column, that would give many solutions. People don't have to
come here and stay for long hours, people don't get insulted, people don't get
irritated with our system.
Then people started to gather around me!! She asked me to sit and she
talked to me separately.
She asked me to drop the case. She assured that she will do it for my
volunteer. I told her “Madam I don’t mind if you give me after six months too…
But I humbly request you to finish others issue before mine…
After lots of conversation there were 3 other member stayed till the
last moment… We went and gave complaint to DSO (district supply officer)
The very same night.. She visited all the 4 houses on the same day…It
took her until 8 30 pm.
There is no necessary for her to come to any house. It’s the duty of RI
but still she came with the RI to make sure that things are rite.. She asked my
number and address to all the people she visited… When one of them called me to
ask the permission whether to give her or not.. I said “yes please”….
I didn’t face any threat… We served the purpose! - Naresh Kumar

Let us hear the third incident from Mr. Naresh Kumar:
3. INCIDENT AT COMMERCIAL TAX DEPARTMENT:
I went to register a company called "DREAMS INDIA". I asked
the advice of auditor. He told me it will take at least 7 days and we need to
give bribe of Rs 4,000. I took all the documents and I went myself. I directly
went and met Assistant commissioner of commercial tax department in Coimbatore.
I always use to keep a Zero rupee note on my pocket and we use it as a non-violent
tool to eliminate corruption at all levels of the society. He asked "what
is that in my pocket", I explained him that I am a volunteer and by any
chance I didn't claim that I am youth coordinator of 5th pillar. He asked
to bring DD for Rs 550 and I asked him when can, I get the TIN number. He said
they will send it through post. When I went on the 3rd day, he told me that he
will send the original document to the respective address. But he gave me the
photo-copy of the document.
In all these
cases I noticed Initiative, Honesty, Information, strategies, courage,
non-violence and mainly no middle man will help us to make things done in a
right way. This really saved my time and money. There are so many cases we
solved as an organization. It's a team work. I also would appreciate the work
done by Mr. Vijay Anand who inspired lakhs and lakhs of youngsters like me and
motivating us in right direction to make a better India. - Naresh Kumar
“What a simple system
established by 5th Pillar Mr. Vijay Anand and the simple confident youth
Mr. Naresh kumar from coimbatore who followed it in truth and spirit got the
things done at Government offices without any corruption. He has not shouted
against corruption, he went in to action and spend his little time and had a patience
to work with Government office, but finally he got succeed. It is an example of
a success story of a youth who though that “I can do it”. It may be difficult
for a common man, it is the responsibility of all of us to make each and every
common man to be aware. If we all have the spirit of “I can do it”, then “We
can do it” and finally “India can do it”.
